Robert J. Shaughnessy

Chief Technology Officer

Robert J. Shaughnessy brings more than 20 years of experience to Circadence as a technology executive, consultant, and practitioner in both the private and U.S. government sectors. As Chief Technology Officer, Mr. Shaughnessy oversees engineering and development operations, business development, industry partnerships, and comprehensive technical product strategy. His areas of expertise include disparate systems integration, application aggregation, and complex networking. He works directly with partners such as the U.S. Marine Corps, U.S. Army, the Department of Defense, and Intelligence Agencies; Digital Globe, NET, and Wyle. He also works with the Department of Homeland Security at the National Telecommunications Coordinating Center.

Prior to joining Circadence, Mr. Shaughnessy was vice president of a leading IT consulting firm in northern Virginia and was instrumental in securing two consecutive Inc. 500 Awards for the company. His principle responsibilities there included high-performance networking, low-bandwidth/high-fidelity remote audio and video, and complex heterogeneous network consolidation for a diverse client base, which included Verizon, AT&T, Land Rover, The General Services Administration, Discovery Networks, and the Washington Redskins. Mr. Shaughnessy was an early pioneer in delivering secure web-based video/audio/data content to multiple users over multi-bandwidth networks when working in the application service provider market.

Mr. Shaughnessy studied at the University of Maryland and the University of Oklahoma, majoring in aerospace engineering, MIS, and foreign policy, and attended the Defense Language Institute. He has also completed certificate programs in applied foreign policy through the London School of Economics and graduate studies in engineering and business at the University of Oklahoma.

Mr. Shaughnessy is a lifetime member of both the Association of the U.S. Army and IEEE. He is a strong proponent of “bridging the digital divide” by working with individuals and organizations to help leverage technology to further humanitarian goals. Over the last 20 years he helped provide at/below/no-cost high-end technical services to more than 100 nonprofit organizations. During that time, he also participated in various individual mentoring programs to help entrepreneurs from disadvantaged backgrounds to “boot strap” their own companies. Most recently he is assisting international efforts to provide direct relief support to particularly disadvantaged areas of the world.
